6. Developing reading activities.
The president of Republic Kazakhstan:
1) addresses with the annual message to people of Kazakhstan about position in the country and the basic directions internal and foreign policy of Republic;
2) appoints the next and extraordinary parliamentary elections of Republic; convokes the first session of Parliament and takes the oath its deputies to people of Kazakhstan; convokes extraordinary joint sessions of Chambers of Parliament; signs presented by the Senate of Parliament the law within fifteen working days, will promulgate the law or returns the law or its separate clauses for repeated discussion and voting;
3) with the consent of Parliament appoints to the post of the Prime minister of Republic; dismiss it; on representation of the Prime minister defines structure of the Government of Republic, appoints to the post and dismiss its members, and also forms, abolishes and will reorganize the central agencies of Republic which are not a part of the Government; takes the oath members of the Government, presides over sessions of the Government on especially important questions; charges to the Government entering of the bill into Mazhilis of Parliament; cancels or stops in full or in part action of certificates of the Government and акимов areas, cities of republican value and capital of Republic;
4) with the consent of Parliament appoints to the post of chairman of national bank of Republic Kazakhstan; dismiss it; with the consent of the Senate of Parliament appoints to the post of the general public prosecutor and chairman of committee of national safety of Republic; dismiss them;
5) approves the state programs of Republic;
6) on representation of the Prime minister of Republic approves uniform system of financing and a payment of workers for all bodies containing due to the state budget of Republic;
7) makes a decision on carrying out of a republican referendum;
8) is Supreme commander in chief armed forces of Republic, appoints to the post and dismiss the Maximum command of Armed forces;
9) awards with the state awards of Republic, appropriates honourable, maximum military and other ranks, class grades, diplomatic ranks, qualifying classes;
10) solves questions of citizenship of Republic, granting of a political asylum;
11) in case of when democratic institutes, independence and territorial integrity, political stability of Republic, safety of its citizens are under serious and direct threat and it is broken normal functioning the constitutional bodies of the state, after official consultations of the Prime minister, chairmen of Chambers of Parliament of Republic application of armed forces of Republic, with immediate informing on it of Parliament of Republic takes the measures dictated by named circumstances, including introduction in all territory of Kazakhstan and in its separate districts of state of emergency;
12) appoints to the post and dismiss the state secretary of Republic Kazakhstan, defines its status and powers; forms administration of the President of Republic;
13) carries out other powers according to the Constitution and laws of Republic.
