You’ll have a chance to compare different democratic systems and make your own conclusions. But we are going to have an unusual lesson today. It will be a lesson in a form of a conference. All of you are divided into three groups: representatives of Great Britain, the USA and the Russian Federation. I/top student will play a part of a chairman.”
  3. Содержание урока:

A Chairman(CM): Ladies and gentlemen, let me greet you at our meeting. The topic of today’s discussion is “Western democracies. Are they democratic?”. Let me introduce the participants: the representatives from Great Britain, the USA and the Russian Federation. But before starting our discussion I want you to answer one  question: What does the word “democracy” mean for you personally?

Предполагаемые ответы (речевая зарядка): - people do what they want
- people rule the  country
- ect. SB: See Ex1.p.40

CM:                      Well, hope all of you think they live in a democratic state, don’t you?

Предполагаемые ответы…

CM:                      All right. But what makes you think this way?

Representative from Great Britain (GB): Let me answer your question, please. Britain is a parliamentary democracy with a constitutional monarch…(See SB: Extract 1, Ex1 p.341).

Representative from the Russian Federation (RF): And who rules the country then?

GB1:                    In Britain it is Parliament that has the power…( See SB: Extract 2, Ex1 p.341).

RF:                       To have the queen at the head of the state is anti-democratic, isn’t it?.(See Reader: Extract1, Ex1p.16)

GB2:                    The Queen has powers that can surprise many…?.(See Reader: Extract3, Ex1p.17).

Representative from the USA (USA): Sorry, I think nothing has changed since the time Charles Dickens wrote his “The Posthumous Papers of the Pickwick Club”. The Western democracy has always meant liberal democracy – not only free and fair elections but also the respect of the basic rights

RF2:                     But now we see the rise of illiberal democracy – a lot of elections but few individual rights like the rule of law, free speech of private property. People in the countries without a tradition of ethnic harmony often vote along racial, religious or ethnic lines.

CM:                      Now let’s listen to the representatives from the USA. Many people outside the USA think that the US President is very powerful. Do you agree with them?

USA2:                  You see the USA as a presidential republic really. But the president as well as Congress and the Supreme Court are involved in the system of checks and balances.

RF3:                     What does it mean?

USA3:                  Let me explain please…(See SB: Ex 2p45, Ex2(5)p46)

GB3:                    Which officials in the USA are elected and which are appointed?

USA4:                  The President is elected directly by the people and he appoints the Cabinet. They represent the executive branch of power.

RF4:                     And about the legislative branch?

USA5:                  Congress represents the legislative branch.

GB4:                    Are the members of Congress elected or appointed?

USA5:                  Elected.

CM:                      Thank you. Each political system has its peculiarities. What is special about the political system of the RF? Our Russian representative wants you to listen to the following information about their democratic state. Then you may ask questions. (Auding from SB: Ex3p341-342)

CM:                      Your questions ladies and gentlemen.

USA6:                  I have a lot of questions. Here are some of them (See SB: Ex4p66-67).

CM:                      Ladies and gentlemen, thank you for our interesting discussion. I hope it will be useful for better understanding people from other countries.

Teacher:               A few words from me as a teacher not a chairman. I think everybody has his/her own image of a democratic state. What is it? At home do a project, please Ex1 p62-63.
